I have the honour to report that the Spanish Consul-General in Manila has given his Power of Attorney to a local Spanish resident, Mr. Juan Mencarini, to proceed to Hong Kong and China to recruit immigrant farmers to proceed to Spanish Guinea. The text of the Power of Attorney contains the following expressions:-

make, ordain, constitute and
"appoint Juan Mencarini, Esquire, my true and lawful "Attorney, for me and in my name to represent the "Interests of the Spanish Government at Hong Kong or "in any territory of China, for the special mission which is further explained:
"Whereas the Spanish Government desiring to contract "and be sent to Spanish Guinea a Spanish possession on "the Testern Coast of Africa a certain number of "immigrant farmers I have selected Juan Mencarini, "Esquire to undertake this mission.
"He is hereby authorized to contract said farmers, "make payments and advances of money to be agreed upon, "to make agreements with these farmers, shipping agents, "and any person whom it may be found necessary, and to "transact any business connected with the recruiting and "shipping the said farmers to their destination.
